Can I sue Dept of Education?

My son has worked on a school project for 3 months in woodshop cl. Last thur his instructor accused him of stealing someone else's completed project, which was later recovered. It is my opinion that as an act of retaliation this same instructor discarded my son's project. He left his work in the same place he's always left it on thur, then the next time he comes back to the cl after this incident, his project is missing. This project was to be for a school grade and not to mention the time and sentimental attachment to making something himself, and the monetary value of items purchased to complete it which comes to over one hundred dollars. Can he sue the teacher, school or the dept of education for loss of monetary value, and mental anguish or pain and suffering?
