Getting through Washington D.C?

Hi, visiting D.C. Planning on going to the Capitol Building. My hotel will be about 3 miles out (specifically 1221 22nd Street NW). How's traffic going to be and how long in advance should I leave my hotel to get to the tour in time? Thanks.
