Is it right for a librarian to do this to a student?

Okay, today in school, there was an extended homeroom period, so I went to the bathroom and then when I was walking down the hall going back to homeroom, I hear my school librarian (who is also the principal's aide) screaming, not yelling SCREAMING at a kid for something he didn't do. So she's disrupting everything else and then the clroom she's yelling at him at, she slams the door shut. Is this right for a teacher to do?
